The project’s organizational structure consists of three levels.
The implementation of project management will involve establishing an organizational framework for management and developing the required internal rules and procedures for the functioning of the distributed infrastructure. This will be done at strategic and operational levels (see Organizational chart above):
- Level 1: is strategic by nature and includes the project Steering Committee (SC), where each partner is presented. The Steering Committee (SC) oversees and manages all aspects of the project, including scientific, technical, financial, and legal matters. It will assign the project executive director from the Lead Partner, who will be leading the PMU at the Consortium level; the Advisory board (AB) is a strategic counselling structure composed by proposed by the partner’s internationally recognized researchers and practitioners to support the SC, the project research leaders, and R&I project council by provision of comments and proposals based on the information from technical reporting. The AB encompasses external for the partners structures proven or key scientists or practitioners who approve the technical reports and will give recommendations for improvements or problem solving to the R&I council. Each partner will propose 1 person to be included in the AB. The R&I council is an internal for the project structures including WPs leaders and task managers, establish to discuss common issues and complex interrelated tasks from different WPs. R&I can propose changes in the planned tasks to the PM and SC which will take the final decision. The PMU will consolidate information from the partner’s managers and WPs leaders and coordinate the project’s proper execution at operational base.
• Level 2: is executive and ensures the organization, implementation, monitoring, and reporting of the research program, where each partner has a sub-management unit (Partners’ managers), assigned to coordinate the execution of the undertaken by the partner responsibilities to develop and maintain the distributed infrastructure, to managed allocated financial and human resources, tangible and intangible assets. Each partner’s management unit organized the involvement of the researchers in the relevant WPs and tasks. It is keeping track of their performance to realize the partner’s contribution to the planned KPIs achievement on time. This management level organizes all the partner’s public procurement procedures and communicates daily with the project director and its PMU. Partners’ managers will assign the WPs research staff and distribute tasks between the partner’s teams. The partners’ management units are distributed at the local level on the spot. They are responsible for each partner’s actions with the project implementation, the partner’s financial management and IP management, risk management and communication management, and the internationalization of its achieved outcomes in coordination with the SC and the PMU. This level also includes the Research leaders (R4-R3 scientists) who will facilitate decision-making through the established project R&I council, constituted by the WP leading researchers. This council directly communicates with the AB and SC and supports updating and aligning the scientific program to the dynamics of the external environment.
• Level 3 is entirely operational and encompasses partners’ administrative and technical staff established to support the project implementation where experts regarding the needs are hired, e.g., law experts, accountants, public procurement experts, engineers (if the case), ICT technical support staff, assisting the project managers and the WPs leaders at the level of each partner. The administrative and technical staff directly communicate also with the WPs task leaders to organize the daily work, including research work packages and complementary activities. The operational unit with specialized functions is the IP knowledge transfer unit, which involves partners’ experts in IP and know-how transfer to facilitate all processes related to the IP and similar rights protection, use of the distributed infrastructure by third parties, and the access and the use of the outputs achieved. This unit will implement the consortium IP plans and commercialization policy regarding the established standard documents, rules, and procedures in conformity with the EU and national legislation.
